Celebrate the Year of the Dog with the Oakland Rotary Club at Binh Minh Quan Restaurant. The East Bay Express says " Binh Minh Quan should be named 1001 Vietnamese Nights, because the massive menu will keep you coming back over and over again." Enjoy a 10 course meal with firecrackers and lucky red envelopes. You can bring your own wine with no corkage fee.
